Changes made to Louisiana Department of Transportation and Development leadership

The Louisiana Department of Transportation and Development (DOTD) recently made changes to its leadership, effective today.

DOTD Secretary Joe Donahue will become DOTD executive counsel. Donahue has served as an attorney both in private practice and as a civil servant. He became secretary in 2024, having previously served as an attorney for DOTD in multiple capacities, as assistant attorney general and as a Louisiana Department of Environmental Quality environmental scientist.

“Joe has done an outstanding job in one of the most thankless roles in state government,” Louisiana Gov. Jeff Landry said. “Louisiana’s roads and infrastructure are in dire need of reform, and Joe worked every day to move DOTD forward despite the challenges.”

Louisiana Coastal Protection and Restoration Authority Executive Director Glenn Ledet will become DOTD secretary. Ledet has two decades of experience building public infrastructure along the Gulf Coast and more than 13 years of engineering and business experience. As executive director, he led the agency’s implementation of the state’s $50 billion Coastal Master Plan.

District Engineer Administrator of Lafayette-District 03 Eric Dauphine will become DOTD deputy secretary. Dauphine has more than 30 years of experience. As district engineer administrator, he oversaw several departmental functions and responsibilities. District 03 in Lafayette serves eight parishes in the Acadiana area.
