Agencies update pipeline security agreement

The Pipeline and Hazardous Materials Safety Administration (PHMSA) recently joined the Transportation Security Administration (TSA) in updating the 2004 Memorandum of Understanding (MOU) defining pipeline safety and security responsibilities.

The revisions provide for interagency information-sharing as it relates to incidents, security threats, and the inspection of pipeline infrastructure that crosses the U.S.-Canadian border. The annex facilitates strategic planning for natural and man-made disasters and memorializes best practices for interagency engagement.

“This action will improve the safety and security of our nation’s energy infrastructure,” Transportation Secretary Elaine L. Chao said.

PHMSA Administrator Skip Elliott said the revised annex MOU would enhance the agencies’ ability to coordinate efforts to advance the security and safety of pipelines, including sharing information on security incidents.

“We have committed to reviewing it at least once every five years to ensure that our safety efforts remain effective.”

The revised annex also satisfies two 2019 Government Accountability Office recommendations to review and update the 2006 annex, authorities said.
