PennDOT accepting proposals for transportation public-private partnerships

The Pennsylvania Department of Transportation (PennDOT) said its Office of Public-Private Partnerships is accepting proposals for transportation projects through April 30.

The submission window applies to PennDOT-owned projects, infrastructure and services. The private sector can submit proposals offering innovative ways to deliver transportation projects across all modes of traffic including roads, bridges, rail, aviation and ports. Proposals can include more than one model to manage existing transportation-related services and programs, officials said.

The submission period allows for private sector entities to submit applications for non-PennDOT-owned assets to the P3 board. Transportation entities outside of the governor’s jurisdiction, may establish their own timelines or accept proposals throughout the year, the department said. The state’s P3 law allows PennDOT and other transportation authorities and commission to partner with private companies when it comes to delivering, maintaining and financing transportation projects.

As part of the P3 law, the Public Private Transportation Partnership Board will examine and approve potential public-private transportation projects, and if the board determines a state operation would be more cost effectively administered by a private company, PennDOT would issue a request for proposal and start a competitive bid process as outlined by state law.

The next unsolicited proposal submission period will occur in October.
