The U.S. Department of Transportation and Amtrak said work on the New York Penn Station Transformation project is making progress.
As part of an update on the station’s renovation, officials said work is moving along. LiRo-Hill has been selected to provide project management services to the project, and New Jersey Transit has become a key partner in the work, officials said. Additionally, work has started on the National Environmental Policy Act activities and the Service Optimization Study by the Federal Railroad Administration.
“Reaching another milestone with USDOT for the Penn Station Transformation Project reflects our ongoing commitment to keeping this project right on schedule and being transparent with updates,” Special Advisor to the project Andy Byford said. “The excitement for this project continues to build with each step, and we are looking forward to continuing our momentum with more future milestones that will ultimately bring a world-class station in the heart of New York City.”
In April 2025, the federal government took over the project that had been decades in the making. U.S. Transportation Secretary Sean Duffy said at the time the federal government would take control of the renovation away from the Metropolitan Transportation Authority.
As part of the new federal contract, the AECOM-LiRO NYPennT Joint Venture will work with Amtrak and a to-be-selected Master Developer to transform the station while improving safety and operational efficiency, and making the system more family friendly. The update will help accommodate increased train and passenger capacity, officials said.
Three teams have been shortlisted to compete to become the Master Developer and lead the station’s renovation – Penn Forward Now, Penn Transformation Partners and Grand Penn Partners. The Master Developer will be selected in May and announced in June with preliminary design and NEPA activities to occur from Summer 2026 to the end of 2027. Construction is also slated for the end of 2027.
