New Jersey Transit (NJ Transit) released a Request for Qualifications for its efforts to forward the Northern Rail Maintenance-of-Way (MOW) facility project.
The MOW is a major infrastructure initiative in Clifton, N.J., that will construct a new MOW facility and yard to replace the aging and flood-prone Wood-Ridge facility. Officials said the new location will enhance the transit agency’s ability to maintain the right-of-way and railroad infrastructure. The new facility’s design will accommodate increased maintenance demands and incorporate updated features to meet current codes and operational needs. The RFQ is the first step in a two-phase procurement process to find a qualified design-build team for the project’s design, construction and commissioning, officials said.
“This project is a key step in delivering the infrastructure we need to support reliable and efficient transit operations across the state,” said NJ TRANSIT President & CEO Kris Kolluri. “We look forward to partnering with experienced teams who share our commitment to innovation and excellence.”
The project includes the demolition and environmental abatement of existing structures, construction of three new buildings, site grading, access roads and dedicated parking areas, and the coordination of site utilities and integration of maintenance equipment. The Special Prequalification process will evaluate the teams based on their qualifications, experience and project approach, officials said. The agency said after the RFQ process, it will shortlist qualified firms to move forward to the next phase – a formal Request for Proposal.
“NJ TRANSIT moving forward with this federally funded rail maintenance is great news,” U.S. Rep. Nellie Pou (D-NJ), a member of the House Transportation and Infrastructure Committee, said. “This project will simultaneously safeguard this important facility from repeated flooding while maintaining critical infrastructure that improves reliability for New Jersey commuters. Here we have federal and state governments working together to make a positive impact in the daily lives of our neighbors.”
