Florida Gov. Ron DeSantis signed last week legislation eliminating the Miami-Dade County Expressway Authority (MDX) and replacing it with the Greater Miami Expressway Agency.
In so doing, he transferred all the former organization’s liabilities and assets to the Greater Miami Expressway Authority, though that authority is barred from raising toll rates until 2029 — specified circumstances notwithstanding. A two-thirds vote of the Agency’s governing body will be required to increase toll rates, and a monthly toll rebate program will be put into effect for some SunPass users.
“The people of Miami-Dade County have made it clear that the MDX transportation authority has needed reform for some time and I am pleased to sign HB 385 into law,” DeSantis said. “I appreciate the Miami-Dade legislative delegation’s commitment to providing toll relief to their constituents and ensuring that government agencies act in the best interest of the communities they serve.”
Leading the new agency will be attorney Marili Cancio, businessman Rodolfo Pages, and the regional manager of Koch Industries, Fatima Perez. Cancio is managing partner of Cancio Johnson P.A., a firm focused on corporate, real estate and international law, and will serve in her new role for four years. Pages is managing director of investment banking and private equity firm Caoba Capital Partners, as well as director of a charter school. He will serve for three years. Perez will serve for two years.
