Transportation Secretary Chao appoints Horner, McMillin to WMATA board of directors

U.S. Secretary of Transportation Elaine Chao recently announced the appointment of David B. Horner and Steve McMillin as the two new federal representatives to the Washington Metropolitan Area Transit Authority (WMATA) board of directors effective July 24.

Horner is a partner at Hunton and Williams, a Washington, D.C.-based law firm, where he works in various public-private partnerships and the development of transportation infrastructure throughout the country. From 2005 to 2009, he served as the Department of Transportation’s deputy assistant secretary for Transportation Policy and as chief counsel at the Federal Transit Administration.

McMillin currently works as a partner at U.S. Policy Metrics in Washington, D.C. He previously served as deputy director of the White House Office of Management and Budget (OMB) from 2006 to 2009 where he led the development passage of the federal budget. Prior to his time as deputy director, he served as deputy assistant to the President and as OMB’s associate director for General Government Programs where he oversaw the budget for six federal agencies.

“During this critical time for WMATA, we are pleased that these two distinguished and experienced individuals, David Horner and Steve McMillin, have agreed to serve on behalf of the Federal government to help improve the performance and reliability of this vital transit system in the nation’s capital,” Chao said.

WMATA’s board of directors is comprised of eight voting members with an additional eight alternate members. The District of Columbia, Virginia, Maryland and the federal government are responsible for appointing two voting and two alternate directors each.
