Massachusetts Gov. Maura Healey recently announced she has named Massachusetts Bay Transportation Authority (MBTA) General Manager Phillip Eng as interim transportation secretary.
Eng will serve as both interim secretary and general manager.
Monica Tibbits-Nutt stepped down from her positions as Massachusetts Department of Transportation (MassDOT) secretary and CEO on Oct. 16 to return to private industry. She will serve as an adviser through Dec. 31.
Highway Administrator Jonathan Gulliver was promoted to undersecretary of transportation. He will serve in both roles.
“As General Manager of the MBTA, Phil Eng has overseen a transformative period for public transportation in our state and delivered the results that the people of Massachusetts have needed for a long time when it comes to safety and reliability,” Healey said. “He is a trusted leader with decades of transportation experience, and I know that he is the right person to lead MassDOT during this period.”
Eng became MBTA general manager in March 2023. He previously served in multiple transportation roles including NYC Transit interim president, New York State Department of Transportation executive deputy commissioner and chief engineer, and MTA Long Island Rail Road president.
Jonathan Gulliver has nearly three decades to public service and has been highway administrator
since 2017.
