Pennsylvania seeking proposals for public-private partnerships

The Pennsylvania Department of Transportation (PennDOT) Office of Public-Private Partnerships (P3) has opened the next unsolicited proposal period for transportation projects from the private sector.

The application deadline is Oct. 31.

The private sector can submit proposals offering innovative ways to deliver PennDOT-owned projects, infrastructure, and services for all modes of transportation. Proposals also can include more efficient models to manage existing transportation-related services and programs.

During the application period, the private sector also can submit applications for non-PennDOT-owned assets directly to the P3 board.

State law allows PennDOT and other transportation authorities and commissions to partner with private companies for the delivery, maintenance and financing of transportation-related projects.

PennDOT holds an unsolicited proposal period every April and October. Instructions on how to submit a project as well as information on the unsolicited proposal review process are on the state’s P3 website.

Transportation entities outside of the governor’s jurisdiction can establish their own timelines or accept proposals year-round. These entities include transit authorities and the Pennsylvania Turnpike Commission.

A seven-member Public Private Transportation Partnership Board examines and approves potential public-private transportation projects to determine if a state operation would be more cost-effectively administered by a private company. If so, PennDOT issues a request for proposals.
