Pennsylvania opens submission period for unsolicited P3 proposals

The Pennsylvania Department of Transportation (PennDOT) Office of Public-Private Partnerships (P3) opened the unsolicited proposals for transportation projects.

The private sector can submit proposals through Oct. 31 for innovative ways to deliver projects regarding PennDOT-owned projects, infrastructure, and services. Proposals can be for any transportation mode and can include more efficient models to manage existing transportation-related services and programs.

State law allows PennDOT and other transportation authorities and commissions to partner with private companies to deliver, maintain and finance transportation-related projects. Transportation entities outside of the governor’s jurisdiction establish their own timelines or accept proposals year-round.

Interested applicants can visit the state’s P3 website for instructions on how to submit a project and information on the unsolicited proposal review process.

PennDOT accepts unsolicited proposals for PennDOT-owned assets during April and October. Applications for non-PennDOT-owned assets also can be submitted.

Under the state’s P3 law, a seven-member Public Private Transportation Partnership Board examines and approves potential public-private transportation projects. PennDOT issues a request for proposals and begins a competitive procurement for any state project the board determines an operation would be more cost-effectively administered by a private company.
