The U.S. Department of Transportation and the Penn Transformation Partners released design renderings for the redevelopment of New York’s Penn Station this week.
The redesign will transform the transit hub from its tracks to the street level, creating a more efficient, cleaner and more functional experience for commuters and visitors, the group said. Penn Transformation Partners, a joint venture led by Halmar and Skanska that serves as the master developer for the project, said the design will make the station safer, more spacious and better connected, while turning it into a modern civic landmark without causing interference with Madison Square Garden or the operation of the arena and railroads.
“We named this project Penn Station Transformation for the exact reason depicted in these renderings; a world-class, beautiful, and modern train station is coming to New York City,” Special Advisor to the Amtrak Board Andy Byford said. “With the continued support of the President and USDOT, and the expertise of Halmar, Skanska, and the rest of our partners, we are continuing to drive momentum and meet more milestones to get shovels in the ground next year and turn these renderings into reality.”
The goal for the project is to break ground by the end of 2027, officials said, and for the redevelopment to be 100 percent union-built, creating thousands of jobs. The federal government provided $43 million in federal grant funding to the project after the US DOT took control of it in April 2025. In May 2026, Penn Transformation Partners was selected as the master developer, and the US DOT invested an additional $200 million to support critical design and permitting work.
Officials said the project will include constructing a grand entrance on Eighth Avenue to a new train hall, replacing old walkways with open concourses, expanding track capacity, enabling new retail, better wayfinding and other passenger experience improvements and improving the station’s existing subterranean structure.

But for too long this special place has been derelict and dispiriting – forever debated but never delivered,” Peter E.
