The Massachusetts Department of Transportation (MassDOT) recently opened the application period for the fiscal year 2027 Industrial Rail Access Program (IRAP). A total of $3 million will be awarded.
The state-funded program supports freight rail access infrastructure projects. While applications are accepted year-round, there are quarterly review deadlines. The deadlines for fiscal year 2027 are June 30, Sept. 30, Dec. 31, and March 31. The department reimburses up to 80 percent of eligible project costs with a maximum of $700,000.
“The grant awards leverage public funds to enhance the rail network and provide businesses with improved access to freight rail infrastructure,” Meredith Slesinger, MassDOT rail and transit administrator, said. “We have awarded millions of dollars over the last decade for freight rail improvements and are pleased to continue the collaboration with industry to grow moving goods by rail.”
To qualify, projects must demonstrate public benefit and support the public interest through reduced truck traffic, increased freight rail usage, economic development, job creation or retention. Eligible projects include drainage work, grade crossings, track and tie improvements, and other infrastructure directly supporting freight rail access.
MassDOT evaluates projects based on consistency with program requirements and the level of public benefits they offer.
