Arizona seeks public comment on proposed transportation construction program

The Arizona Department of Transportation is asking for public feedback on its tentative transportation construction program for 2027-2031.

The proposed $9.85 billion plan would address pavement improvements and expand several key highways, the agency said. The plan encompasses all of the projects ADOT expects to design and construct over the next five years. The plan is available for public comment until May 22.

The plan allocates $4.1 billion for projects throughout the state, including $2.7 billion to preserve, rehabilitate and replace pavement and bridges, $431 million to expand capacity, and $939 million to improve highway safety, efficiency and functionality, including intersection improvements, updates to ports of entry and rest areas, and smart technology, among other improvements.

Officials said the plan allocates $2.04 billion for projects planned in conjunction with the Maricopa Association of Government that will supplement funds from Proposition 479, which voters passed in 2024. MAG is in the process of generating new revenue projections, establishing project sequencing and updating project cost estimates.

In Pima County, the plan allocates $615 million for projects in collaboration with the Pima Association of Governments. That money will supplement any revenue generated through the RTA Next, a ballot initiative aimed at extending an existing half-cent sales tax that is due to expire. If the initiative passes, PAG will generate new revenue forecasts, update modifications to the PAG Transportation Improvement Program.

Both of those updates are anticipated in late spring or summer.

The proposed state plan also includes $178 million for the Airport Capital Improvement Program that provides funding in conjunction with the Federal Aviation Administration for projects to design and construct safety, security, and capacity enhancements, prepare plans and studies, and fund improvements at the Grand Canyon Airport, which ADOT operates.
