The Minnesota Department of Transportation (MnDOT) has opened the application period for the 2025 Minnesota Rail Service Improvement (MRSI) Program and will award up to $4 million in grants to projects that enhance freight rail service.
This round of funding includes $3 million in bond funding re-allocated from previous projects and $1 million in new bond funding.
The MRSI program funds capital improvement projects that strengthen local or statewide economic development.
Eligible projects include bridges, fixed loading/unloading facilities buildings, railroad tracks, roadbeds, and turnouts. Ineligible projects include engineering, design and right of way acquisition costs. Regular or recurring maintenance activities, and incomplete or phased projects also are not eligible.
“The MRSI program plays a vital role in strengthening Minnesota’s freight transportation system by supporting impactful rail infrastructure projects,” Meredith Alt, MRSI program manager, said. “This latest round of funding will help drive economic development across the state through projects that improve freight rail access for Minnesota businesses and communities.”
Railroads, rail shippers, cities and counties are eligible to apply. The application deadline is Jan. 9, and MnDOT will notify award recipients by early April.
