The U.S. Department of Transportation recently appointed Andrew Fremier, of the International Bridge, Tunnel and Turnpike Association’s (IBTTA) 2023 president, to the Federal System Funding Alternative (FSFA) Advisory Board.
The advisory board will guide the development of a national motor vehicle per-mile user fee pilot program, lead public awareness efforts, and preparing reports for Congress.
Fremier will serve a two-year term, representing toll facility operators. Other IBTTA members appointed to the board include Carlos Braceras, Utah Department of Transportation executive director.

Fremier is executive director of the Metropolitan Transportation Commission and Bay Area Toll Authority.
The Highway Trust Fund, which is primarily supported by federal gasoline taxes, faces a projected 20 percent revenue decline by 2030, according to the Congressional Budget Office.
