Denver-based Regional Transportation District (RTD) seeks proposals from qualified design-build teams for the remaining phases of its Downtown Rail Reconstruction Project.

“Maintaining all of RTD’s assets and infrastructure is essential to preserving the region’s previous investments in its mass transit system,” Debra A. Johnson, RTD general manager and CEO, said. “Managing and maintaining assets in a state of good repair ensures the long-term integrity of the rail network for all individuals who entrust RTD to connect them with their destinations.”

The first phase began in May 2024 and was completed in September. It rebuilt the embedded track along RTD’s inaugural light rail line. Phases two through four will begin in 2025 and may occur simultaneously. Phase two is the Midblock Reconstruction in Downtown Loop, phase three is the Colfax Avenue Alignment Reconstruction, and phase four is the Welton Street Corridor.

RTD will use a design-build project delivery approach to complete the remaining phases. The approach means the owner and the design-build team work together to develop a final design, schedule, and budget.

Proposals are due in February, and the agency will select a contractor in April.

The Regional Transportation District provides public transportation to more than 3 million people located in eight counties.
