The American Association of State Highway and Transportation Officials (AASHTO), Atlas Public Policy, Georgetown Climate Center, and the National Association of State Energy Officials (NASEO) recently launched the National Electric Vehicle Infrastructure Program Equity Dashboard on the EV States Clearinghouse.

The dashboard was created to aid policymakers in the states, the District of Columbia and Puerto Rico as they update and implement National Electric Vehicle Infrastructure (NEVI) state plans. It also was created to provide insights on Justice40 Initiative implementation within the NEVI Program.

The initiative establishes a federal government-wide goal of awarding 40 percent of certain federal investments to disadvantaged communities (DACs) that are marginalized, underserved, and overburdened by pollution.

The dashboard summarizes the Justice40 Initiative elements related to the NEVI Program plans policymakers develop. Users can view and compare how each state identifies and defines DACs, the benefits to DACs each state plans to track, and the methodologies for how each state plans to track those benefits.

Data is based on analysis of Justice40 implementation information provided in National Electric Vehicle Infrastructure State Plans for fiscal year 2024.

The dashboard is part of a larger initiative AASHTO and NASEO lead that aims to enhance coordination and collaboration between state departments of transportation and state energy offices regarding NEVI and other EV charging infrastructure investments.
