The New York City Metropolitan Transportation Authority recently broke ground on the $3.18 billion Metro-North Penn Station Access project in the Bronx.

The project will build four new stations in Hunts Point, Parkchester/Van Nest, Morris Park, and Co-Op City to bring rail service to and from Manhattan, Westchester, and Connecticut within one mile of 500,000 residents. It is the largest expansion of the Metro-North Railroad since its founding.

The expansion will use Amtrak’s Hell Gate Line to provide access to Penn Station. Trains stopping at the new stations also will serve as an extension of the New Haven Line from the New Rochelle Station.

The stations will be Americans with Disabilities Act compliant.

Other work will include turning the existing two-track railroad into a largely four-track railroad with more than 19 miles of new and rehabilitated track. The New Rochelle Yard in Westchester will be expanded to include five new substations, the upgrade of two existing substations, four new interlockings, the reconfiguration of the Pelham Bay interlocking, and the modernization of signal, power, and communication infrastructure.

Construction is expected to begin in 2024 and be completed in 2027.

Amtrak is contributing $500 million toward the project. It will also pay the delay costs if it fails to meet commitments to provide a workforce.
