Illinois infrastructure bill becomes law

Illinois Gov. JB Pritzker recently signed House Bill 253 into law, legislation supporting the Rebuild Illinois capital plan that will invest $45 billion in infrastructure over the next six years.

“Through the Rebuild Illinois Capital plan — the largest infrastructure investment in Illinois’ history — we’re fixing roads and bridges across the state, creating jobs and opportunities in our communities,” Pritzker said. “This legislation will empower the hardworking team at IDOT to ensure those investments go as far as possible. And by establishing a performance-based project selection process, the administration is doubling-down on our commitment to being responsible stewards of taxpayer dollars.”

Under the bill, the Illinois Department of Transportation (IDOT) will be required to establish and implement a transportation performance program aimed at improving the efficiency and effectiveness of the state’s transportation system.

IDOT also will be required to develop a statewide highway system asset management plan to preserve and improve highways and bridges and enhance the existing system while reducing costs.

In addition, IDOT will develop a performance-based project selection process with the goal of keeping roads and bridges in good repair. The agency was required to select projects for inclusion in their multiyear plan based on a selection process that includes multiple factors.
