Pennsylvania accepting transportation project proposals

The Pennsylvania Department of Transportation (PennDOT) Office of Public-Private Partnerships (P3) is accepting unsolicited proposals from the private sector for transportation projects now through April 30.

Applications are for PennDOT-owned projects and infrastructure. Proposals should include more efficient models to manage existing transportation-related services and programs or should offer innovative ways to deliver transportation projects across a variety of modes, including aviation, bridges, ports, rail, and roads.

Applications for non-PennDOT-owned assets also can be submitted for transportation entities outside of the governor’s jurisdiction. These include transit authorities. They establish their own timelines or accept proposals year-round.

PennDOT and other transportation authorities and commissions are permitted under state law to partner with private companies to finance, deliver, and maintain transportation-related projects.

Projects are assessed to determine if it would be more cost-effective to have a state operation administered by a private company. The seven-member Public Private Transportation Partnership Board examines and approves potential public-private transportation projects. If approved, a company is authorized to submit a proposal and enter into a contract to either completely or partially take over a project for a defined period of time.

PennDOT holds an unsolicited proposal acceptance period every April and October.
