The American Road and Transportation Builders Association (ARTBA) announced Monday the selection of Steve McGough, president and chief financial officer of the highway and utility construction software company HCSS, as the association’s 2019-2020 chairman.
During his term, McGough’s primary stated goal is to obtain a permanent, sustainable fix for the federal Highway Trust Fund, which accounts, on average, for more than 50 percent of highway and bridge capital improvements made annually by states.
A 35-year construction industry professional, McGough began his career with Houston-based consulting engineering firm Turner Collie and Braden. He has worked at HCSS since 2005, where he began as chief operating officer. He became HCSS president in 2015 and CFO in 2017.
He has also been among ARTBA’s leadership since 2012 when he became the association’s Materials & Services Division president. Since then he has held roles as a senior vice chairman, first vice chairman, central region vice chairman, western region vice chairman and as chairman of ARTBA’s Membership Development Committee.
Beyond a fix for the Highway Trust Fund, McGough also hopes to use the next year to build increased industry awareness and participation in the American National Standards Institute-accredited Safety Certification for Transportation Project Professionals program, which aims to reduce injuries and fatalities on U.S. transportation infrastructure worksites. Further, he will be launching a member-driven strategic planning exercise to create an association business plan which will cover the next three to five years.
