The proposed 25 cents a gallon gasoline-tax increase would cause hardship in several states, according to a report by Freedom Partners Chamber of Commerce and Americans for Prosperity.

If enacted the tax per gallon would rise from 18.4 cents to 43.4 cents. This jump would negatively affect not just drivers’ pocketbooks, but everyone as the cost of transporting goods also would increase, Freedom Partners said.

This would be especially felt in states that already have high consumption and state gas taxes.

“Asking taxpayers to immediately give back a large share of their recently obtained tax relief would be a betrayal to millions of ordinary Americans who have long struggled to get ahead and undermine the single biggest achievement of the Trump presidency,” Alan Nguyen, senior policy adviser for Freedom Partners, said. “Raising taxes at the pump is a bad idea that’s been consistently rejected by both parties and the public because it would harm ordinary Americans who deserve relief the most.”

According to the report, the states which would have the highest total gas tax burden are the nation’s most populated – California, Texas, Florida, Pennsylvania, New York, Michigan, Illinois, North Carolina, Ohio, and Georgia.

Pennsylvania would have the highest tax burden per gallon at $1.02.
