New York recently completed the $172.8 million I-390/I-490/Route 31 Interchange Improvement Project, which complements the state’s Finger Lakes Forward plan.

The corridor is used by nearly 200,000 daily motorists in the Rochester metro area. The goal of the multiphase project was to improve traffic flow and access along State Route 31, State Route 390, and the I-390/I-490 Interchange in Monroe County.

Phase one began in 2016 and was completed in 2018. It included repairing or replacing seven bridges, constructing a new southbound I-390 Flyover, and a new exit ramp connecting Interstate 390 to Lyell Avenue (Route 31).

Phase two was completed in 2019. Work included the installation of concrete sound barriers; new ramps from and to Route 390 north from Lyell Avenue (State Route 31); the rehabilitation of structures carrying Route 390 over the Erie Canal; and the widening and paving of travel lanes along the interchange.

Phase three constructed an Interstate 390 Flyover and an exit-only lane on I-390 to Chili Avenue.

Phase four widened and resurfaced the roadway along Lyell Avenue between Route 390 and Howard Road.

Since 2012, the state has invested more than $8.07 billion in Finger Lakes Forward. The Upstate Revitalization Initiative recently invested an additional $500 million.
